A government office contains people with many different responsibilities.
Some listen.
Some investigate.
Some prepare documents.
Others work outside.
No single person can know or solve everything.
That is why responsibilities are divided and people are connected to those who can help.
At first, the boy thinks the clerk at the first counter “did nothing.”
He did not solve the problem himself.
He simply showed them where to go.
But helping someone find the right next step is also a form of help.
This is true outside government offices too.
Sometimes someone asks us about something we do not know.
We do not have to solve everything ourselves.
We can say,
“This person may know.”
or,
“You can ask there.”
When one person connects another to the right help, something that could not move forward alone can begin moving again.
Perhaps 庁 reminds us that we do not have to carry every task ourselves; progress can come from connecting different people and their different roles.

The rain that had fallen since morning was beginning to ease when the boy arrived at the town office with his mother.
The stone pavement outside was wet.
Rainwater dripped from the roof.
People folded their umbrellas as they entered.
The boy looked up at the large wooden building.
“What do they do here?”
“Many different kinds of work for the town.”
Inside was a long wooden counter.
Beyond it, many people were working.
Some read ledgers.
Some organized documents.
Others spoke with visitors.
“They’re all doing different things,” the boy whispered.
His mother approached a young clerk.
“Excuse me. I’d like to ask about this.”
The clerk looked at her document and listened carefully.
The boy watched.
After a moment, the clerk pointed farther inside.
“The people at that counter can help you with this.”
“Thank you.”
They went where he had directed them.
Another clerk examined the document, checked a ledger, and explained what they needed to do.
When everything was finished, mother and son returned toward the entrance.
Outside, a light rain was still falling.
“Mom?”
“Yes?”
“The first man didn’t do anything.”
His mother smiled.
“Nothing?”
“He only told us to go over there.”
“What would have happened if he hadn’t told us?”
The boy thought about the large building,
the many desks,
and all the different workers.
“We wouldn’t have known where to go.”
“That’s right.”
The boy looked back.
The first clerk was already listening to another visitor.
Soon, he pointed that person toward another part of the building.
“He shows people the way.”
“Perhaps more than just the way through the building,” his mother said.
“What do you mean?”
“He helps people understand what they should do next.”
The boy looked around once more.
No single person did everything.
Someone listened.
Someone investigated.
Someone prepared documents.
Someone worked outside.
Their jobs were different.
But one task led to another,
and one person connected to the next.
That was how the work of the town moved forward.
The boy opened his umbrella.
“Mom?”
“Yes?”
“Let’s go to our next place too.”
Together they stepped back into the rainy town.
